PACo is a rights-based, Afghan non-governmental organization committed to empowering marginalized and vulnerable communities through integrated, inclusive, and sustainable development interventions. Our core sectors of work include Women’s Empowerment, Protection, Food Security and Nutrition, Agriculture and Livelihoods, Education, Health, WASH, Rural Development, Governance and Peacebuilding, and Humanitarian Response. We adopt a holistic, community-centered approach to programming that ensures relevance, resilience, and long-term impact in both emergency and development contexts.
Our methodologies are grounded in participatory and accountable practices, incorporating tools such as participatory rural appraisal (PRA), community-led planning, and social audits. We promote both upward and downward accountability, establishing transparent and inclusive community feedback and response mechanisms to ensure all stakeholders, particularly the poor, women, persons with disabilities, youth, returnees, and internally displaced persons (IDPs), are not only heard but meaningfully included in decision-making processes. Our programming aims to strengthen local ownership and reinforce social cohesion and equity.

We work with local communities to build their capacities, promote inclusive governance, and ensure equitable access to resources and opportunities. By taking sides with the most marginalized, we advocate for structural change, amplify community voices, and strive for transformative impact that leaves no one behind.
